A youth reprimand has appeared on my CRB form. why is this? and can i still get an american visa?

it says you weren't charged, so you weren't convicted. normally a single arrest for shoplifting wouldn't amount to a visa ineligibility even if you had been convicted. two will do though, so don't do it again.
