Car Insurance question?

Help, I'm coordinating a move for someone from Virginia to California. They are going to start a two year volunteer position, from which they will receive a small stipend. The person has auto insurance in their home state, VA. I wanted to know if it was possible for them to keep their permanent address in VA, whilst having insurance coverage for their car in CA, or whether everything had to be changed.
