I have a picture frame made of seashells and sand what can I do to make sure the sand doesn't come off?

I recently purchased a picture frame from the bahamas with seashells and sand on it. Recently the sand has started to slowly come off. Is there some type of spray that dries hard and clear to keep the sand and shells on? Some kind of clear coat?
