Guy probs!! How do I get with the guy I fancy?

I have a crush on this guy, but he just seems to be shy and reserved...and all in all, I don't really know the art of flirting!! He lives in my locality, but I don't see him around much. I used to see him when we had our confirmation cles, but they'r over. I rarely meet him, and when I do I blush so much and cant wait to run away!! It's not so easy to get him to talk either! What should I do? I'd really like to contact him, but should i? Should I tell him I think he's cute, or will that sound desperate? I'm pretty and funny and yet I don't have a bf, and all my friends do! I'm quite reserved around guys and dont talk to them much... do guys like talkative girls or quiet ones?? I'm confused, any ideas, experiences or suggestions are welcome!!!
